From my knowledge changing surname on birth certificate require consent of other parent especially when his name is on there and he has PR. Obviously like many parents he won't consentnto it.

What are my chances of changing it through court?

I know his whereabouts and he does pay maintenance, but Very little, he's not declared his actual income. Even calculation of assests during the divorce he hid several of his bank accounts, and because I lived under his roof with my child I was afraid anything would happen, sadly I just accepted his offer.

He's has his own job and he's a landlord himself, but none of this has been declared properly. In both jobs he's not paying tax at all! He's only registered as earning a few hundred pounds monthly.

Why do you think a change of name is necessary for your child, and how is he/she? If consent isn't given by the other parent then you would need to apply to court for a specific issue order. You would need to be able to argue successfully to the court that a change of name for your child is in Thier best interests. You would be effectively changing Thier identity and removing that important link to Thier paternal family.

The amount or regularity of CM paid is not relevant to you seeking a change of name.

You don't say how old the child is but the chances of doing it without the other parents consent are absolutely minimal to none.

It does depend on the reason why a change of name is requested. I don't think it is fair to state that the chances are "absolutely minimal to none" without knowing further information about the original poster's situation.
