Hi during the court hearing he was ordered to start the divorce . This was over a year ago. My legal aid costs are rising and I am struggling to understand how he can ignore a court order, whilst taking me to court for contact .. any help

If it was an actual court order, you can ask the court to enforce it. Or you could just start proceedings yourself and ask for him to pay costs. If you are on a low income you may qualify for fee remission
