Kim - might I suggest that, if a Consent Order exists, he sends a copy to the CSA. This should underline the fact that there are no additional financial obligations and will save you the money potentially spent on solicitors.
The CSA are quite happy to accept copies of court documents as evidence, we sent them a copy of our contact order as my fiancé's ex claimed the kids spend less time with us than they actually do.

I would run that by more than one solicitor before engaging one to deal with this. See what the consensus opinion is. Happyagain makes a good point - see if they will accept the Consent Order as evidence of no on-going financial ties.
