seriously? have you considered exactly how a system that demands ''accountability'' would work? how big the rule book would be? what kind of training would need to take place? just how complex the appeals system would be? how would a system acknolwedge that what is OK for one parent to spend money on might be totally acceptable for another? and who exactly would pay for all of that?!

I appreicate that there are people out there who don''t budget well and who spend more than they should on luxuries for themselves. This is often the reason that they''re exs, isn''t it? However, demanding even a basic level of accountability is an administrative and logistical nightmare. And at the end of the day, by far the majority of children have what they need. Or at least they do in my experience.
