CSA overpayments

I posted here a couple of months back about a CSA overpayment. I have written to complain to the CMS but still haven''t got any response from them.
What I find odd is that the CSA claimed to have overpaid me and said I needed to repayment the money but that they have written it off.
Since I didn''t get any of the payments they mast have paid it to somebody else in error.
Aren''t the CSA duty bound to recover the money to pay it back to the non caring parent?
Given this money should have been for the expenses of my kids, not that they got any of it, since it has now been deemed an overpayment this should go back to the other parent not just written off?
