I don't think you should be proposing anything without a clear idea of his financial position.
Also not sure if/how CM would be enforceable if he is resident in Dubai. I don't think it's a REMO country.
I think you really need to talk to a solicitor with experience of dealing with divorce settlement where one party is based abroad.

I understand your points .

My thoughts were to secure the house and off set some equity in CM ( circa 60/70k).

Getting financial disclosure will be almost impossible.
