csa arrears and what they can take

Can anyone tell me what the minimum arrears csa can take? I have read maximum 40% and they can consider arrangement depending on circumstances but they state 5% is lowest but I can't find any regulations to confirm this?

The minimum they can take is nothing I guess.
I believe the CSA have a guideline to get arrears repaid within 2 years, but I don't think this is enforceable.
Much will depend on the NRP's employment status, they don't seem to be able to enforce much when it comes to the self employed in my experience.
