no child maintenance since February

I have a final Consent Order for child maintenance for £650.00 per month. My ex left his job last November and stopped paying at the end of February. He was able to be signed off on sickness benefit. He has only now got round to trying to vary the order. I know that when he is on benefit the amount of maintenance reduces to £5 per week. Does anyone know whether this is an automatic right for him or does he have to have the order varied to ensure that no arrears are building up.

At the end of August he received a lump sum of £140k and was subsequently ineligible for benefit. He was able to commence work 3 weeks later but now claims that no maintenance is due as he had no income. Can anyone shed some light on whether this lump sum should ensure he has maintenance to pay?
