deducting disputed debt from mantenance

my Ex and I are in dispute over phone contract debt. He has advised he is going to deduct it from my maintenance even thought I don't believe I'm liable. Can he do this?

We do not have a maintenenace order yet just and agreement for child support.

How much is the debt for?

Is he proposing to pay the debt, but reduce your SM by half the amount owed?

new month he is proposing to deduct £140 then £60 the month after and no it will be the debt in full I'm paying
