C.S.A and Court Order (less than one year old)

Hi there - does anyone have any experience with the C.S.A. and CM which is included in the pre-amble of a court order which is less than one year old.

Judge said at the FH he had no jurisdiction over CM but an agreement was recorded in the preamble of the final order leaving the door open for me to go to C.S.A.

C.S.A. say because CM is included in the order they cannot get involved. I have been legally advised this is not the case as it is not actually court ordered but just a recital.

Anyone any experience of this and able to advise.
