There is no definitive time-scale as yet, mainly as the changes haven''t yet been approved by Parliament. There is currently a pilot scheme running, whereby any new cases where there are four or more children living with the PWC will be subject to the new changes. All other new cases will be dealt with under the existing 2003 rules.

If you receive CM that does not use the CSA - these payments will remain unaffected.

Gradual roll-out of service continues

The new Child Maintenance Service (CMS) has opened to new applicants with two or more children.

Work and Pensions Minister Steve Webb said:

"The Child Maintenance Service is progressing well and has reached the next stage of its delivery. Caseworkers report that the system is easier to use and, for the first time, HM Revenue & Customs wage data is being used to calculate payments.

"We are learning from the past and avoiding the big-bang approach of the CSA. In the last eight months parents with four or more children have been using the system. We are now rolling it out gradually, first to new applicants with 2 or more children and then to all new applicants."

The government is investing up to £20m into support services for separated families, after over half of those surveyed in the CSA said they could come to their own arrangements with the right help and support.

The CMS is designed to target the most difficult cases. It will be able to use new enforcement fines to encourage parents to pay what they owe.

Sincerely hope that the CMS will have some clout when it comes to the self-employed.

Have just calculated that at the current payment, ex''s arrears will be paid off by the time youngest is 31 years old (he''s 20). Have been informed that that csa is reluctant to take cases to court since a ruling last year whereby £5 weekly payment was the outcome!!

Despite ex paying a mortgage and running his 3 bedroomed house, and just having returned from a holiday in Vegas, there is nothing more to be done aside from them ringing him to ask for payment.

Too late for me now but the self-employed issues really do need addressing.
