I'm in the middle of sorting out a financial settlement , my wife's solicitor received an email from my solicitor , with a settlement proposal. The time scale for a reply was 14 day it has been 21 days and no reply , I'd like some help in sending a reply letter to them, as you can imagine thus is very disappointing to be kept waiting so far over a due date.

You can't force someone to respond to a letter.

Did the offer expire after 14 days i.e. was it a time limited offer? If so and it hasn't been accepted there is nothing to respond with is there?

Hi Charles, a follow up letter was sent recently to my wife solicitors, which I sent. How long can they avoid replying to emails e.g. the divorce to due to be finalised in September. Can they continue not having to reply until the very last week.

They shouldn't ignore correspondence as they have professional standards to meet. It may be that they have no instructions or funds to carry out further work.

However, I would expect a response ideally within a week, 2 weeks is not unusual but any longer and that becomes out of the ordinary. You could write stating that you are concerned at the delay and ask if they remain instructed? They should at least respond to that.
