What about the Consent Order so that the passports go to the other parent within two weeks of returning from a trip or in adequate time for the other parent''s trip? This way you have a better case to hold the passports permanently if she doesn''t stick to it as she is in breach of the order. You need to account for a quick turnaround in case she brings them back one day and you take them somewhere the next so think hard about the wording so that there is no doubt on the ''rules''. Also, get it stated that you both have to declare where you are going and provide contact details for when you are away. Remember you have to stick to the same rules for it to work effectively.
